CVISNET Showcases BeST at Joint DOST-DICT e-Services Seminar
𝘋𝘶𝘮𝘢𝘨𝘶𝘦𝘵𝘦 𝘊𝘪𝘵𝘺, 𝘕𝘦𝘨𝘳𝘰𝘴 𝘖𝘳𝘪𝘦𝘯𝘵𝘢𝘭 - As part of a strategic push for digital transformation in the Negros
Island Region (NIR), CVISNET Foundation Inc. was invited to present the 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗲-𝗦𝘆𝘀𝘁𝗲𝗺 & 𝗧𝗼𝗼𝗹𝘀
(BeST) during a joint learning and development seminar hosted by the Department of Science and
Technology - Negros Island Region (DOST-NIR) and the Department of Information and Communications
Technology (DICT-NIR) on March 9, 2026.
The 𝗲-𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗦𝗲𝗺𝗶𝗻𝗮𝗿 served as a collaborative platform for the two lead government agencies to align
their digital initiatives and explore inter-agency synergies.
In his opening message, Atty. Gilbert Arbon, OIC-Assistant Regional Director of DOST-NIR, emphasized the
importance of this knowledge-sharing session, noting that the seminar was designed specifically for both
organizations to identify shared goals and create concrete pathways for regional collaboration
During the session with DICT-NIR OIC Regional Director, Ramil Jeff Taboso, and Provincial Head Engr.
Aurelio Tinapay, a comprehensive service roadmap was presented, built upon four strategic pillars: IT-
BPM, e-Commerce, Freelancing, and Start-ups.
Representing the civil society perspective, CVISNET introduced BeST as a vital e-service solution. It is
designed to modernize local governance by digitizing municipal or barangay-level operations, improving
data management, and enhancing the delivery of frontline services to citizens.
The presentation highlighted how BeST can serve as a foundational tool, particularly in fostering a more
tech-ready environment including the grassroots level. By integrating BeST into the regional digital
framework, CVISNET aims to bridge the digital divide and ensure that even the smallest local government
units (LGUs, barangays) can participate in the growing digital economy.
The seminar concluded with a commitment from all parties to continue exploring the integration of
community-based digital tools to better serve the residents of the Negros Island Region.
