Cordova Partners with CVISNET Foundation to Revolutionize Disaster Resilience via BeST Platform
Cordova, Cebu – The Municipality of Cordova, in collaboration with CVISNET Foundation,
Inc., successfully conducted a two-day Hands-on Training on the Barangay e-System and
Tools (BeST).
Organized together with the Cordova Municipal Disaster Risk Reduction and
Management Office (MDRRMO), the training took place from July 22 – 23, 2026, at the
Cordova Evacuation Center. The initiative brought together local officials and disaster
response representatives from all 13 of the municipality’s barangays.
The event commenced with an opening message from Wilfredo “Fred” D. Anlocotan,
Cordova MDRRMO Head, who underscored the necessity of integrating technology into
modern disaster management protocols to save lives and streamline responses.
Engr. Roberto A. Cabarrubias, President of CVISNET Foundation, lauded Cordova’s
proactive leadership. "Integrating the BeST platform into barangay operations is no longer just
a digital advantage - it is a baseline necessity for sustainable development and community
safety," Cabarrubias stated, affirming CVISNET's support for Cordova.
To ensure seamless adoption, Jeffrey N. Llanto, Executive Director of CVISNET
Foundation, led the participants through a comprehensive overview of the system. Llanto
demonstrated how BeST bridges the gap between everyday administrative information
management and real-time disaster risk reduction functionalities.
This milestone is a result of a strategic partnership between the Local Government Unit of
Cordova, the Cordova MDRRMO, and CVISNET Foundation, Inc. – a pioneer in deploying
information and communications technology (ICT) for community development.
With BeST being deployed, the Municipality of Cordova firmly reinforces its commitment to
leveraging innovation for public service, ensuring that its communities are not just prepared,
but resilient.
