Cebu City, Cebu – In a strategic move toward local digital transformation, CVISNET Foundation, Inc. presented Barangay e-System and Tools (BeST) during a recent Technology Matching activity for the Mandaue City Government. Held on June 30, 2026, the event was organized by the Department of Science and Technology – Central Visayas (DOST-7) and the DOST Cebu Provincial S&T Office to align local innovations with the city's development goals.

CVISNET’s BeST was showcased alongside the Enhanced Tax Revenue Assessment and Collection System (ETRACS) by Rameses Systems Inc. Together, these digital platforms were identified as vital solutions to enhance revenue administration, streamline barangay-level operations, and improve public service delivery across Mandaue City.

The initiative directly supports the SMART Mandaue Roadmap, a collaborative undertaking with DOST, widely known as RISE Mandaue:

"Technology matching bridges local governments with homegrown innovations, enabling the adoption of science and technology solutions," said DOST-7 Regional Director Dr. Tristan L. Abando. He emphasized that this approach continuously builds a compendium of locally available smart technologies to help create a more efficient, smarter, and citizen-centered Mandaue City.

The high-level technology matching activity was well-attended by key leaders from both the scientific community and the Mandaue City Government, including: Dr. Tristan L. Abando – Regional Director, DOST-7; Bryan Ybañez – Provincial Director, DOST Cebu; Hon. Carlo Fortuna – Chairperson, Committee on Science, Technology & Innovation, Mandaue City; Arch. Marlo Ocleasa – Head, Mandaue City Planning and Development Office; Genee Lou Nuñez – Office of Strategy Management Chief, Mandaue City; and various Mandaue City Department Heads.

By integrating systems like BeST, Mandaue City edges closer to its vision of data-driven, automated governance that directly benefits its grassroots communities.
