LGU Larena and Barangays Boost e-Governance with BeST Training

The CVISNET Foundation, Inc., in collaboration with the DOST Siquijor Provincial Science and Technology Office (PSTO) and the Local Government Unit (LGU) of Larena, Siquijor, successfully organized an extensive training program on the Barangay e-System and Tools (BeST) from February 12 to 14, 2025. The event took place at the Siquijor State College in Larena, Siquijor.

The training brought together representatives from all twenty-three barangays and the local government, fostering a community-driven initiative aimed at enhancing technology use in local governance. The session was led by the CVISNET team, headed by Executive Director Jeffrey N. Llanto, who began with a detailed presentation outlining the BeST system. This overview included an explanation of its fundamental hardware components and how they contribute to improving administrative efficiency.

On the second day, participants engaged in immersive hands-on training that emphasized practical application. They delved into important topics such as website management, which covered essential skills for maintaining an online presence for each barangay, as well as basic troubleshooting techniques that empower users to address common technical issues. The training also highlighted the importance of data management through sessions on backups and the utilization of the LGU Residence Information System (LRIS), which is crucial for maintaining up-to-date records of residents.

The concluding day was marked by enthusiasm as participants showcased the results of their collaborative efforts. Each barangay presented their outputs, demonstrating the practical knowledge gained throughout the training. The event culminated in a formal certificate distribution ceremony, recognizing the participants’ achievements. Engr. Mario E. dela Peña, Director of DOST Siquijor, and Hon. Cyrus Vincent M. Calibo, the Municipal Mayor of Larena, presided over the ceremonial turnover of the BeST kiosks, symbolizing the commitment to advancing local governance through technology.

Overall, the three-day training program served as a testament to the vital role of the BeST initiative and underscored the dedication of local and regional leaders in leveraging technology to drive community development and enhance governance.
