
APC Explore ISLET Connect Project
The Association for Progressive Communications (APC), in partnership with the CVISNET
Foundation, Inc., visited Gilutongan Island in Cordova, Cebu, on February 10, 2025. The
visit focused on the ISLET Connect project, which is one of CVISNET’s ongoing
initiatives on the island.
A short program was held at Gilutongan Integrated School (GIS) to showcase the project,
featuring a presentation by Mr. Jeffrey Llanto, Executive Director of CVISNET. Attendees
also heard from Ms. Chat Ramilo, Executive Director of APC (who is from the
Philippines); Mr. Carlos Rey Moreno (Spain), co-manager of the APC Local Access
Programme for Strategy and Policy; Mr. Carlos Baca Feldman (Mexico); and other APC
members and partners representing diverse countries and areas of expertise, including
Mr. Gomer Padong, Asia Regional Coordinator of Local Networks (LocNet) from the
Institute for Social Entrepreneurship in Asia (ISEA).
The visitors toured the GIS campus and explored the Gilutongan community before visiting
Caohagan Elementary School. The day concluded with a shared lunch by the
beachfront.
With the recent passage of the “Konektadong Pinoy Act,” a groundbreaking bill aimed at
expanding internet access to underserved communities across the Philippines, local
connectivity initiatives play a crucial role in moving us closer to a digitally
inclusive nation where every Filipino has access to online opportunities - because
connectivity is a right, not a privilege.
