Cebu CARES: Building a Smarter, More Resilient Cebu

A coordination meeting between the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO) and the Department of Science and Technology Region VII (DOST-7) was held on January 30, 2026. The discussion, which CVISNET Foundation, Inc. participated in, focused on strengthening partnerships and identifying opportunities to advance technology-driven disaster risk reduction initiatives across the province.

Apart from DOST-7’s Smart and Sustainable Communities Program (SSCP), CVISNET presented one of its main digital solutions - the Disaster Information System for Communities (DISC) powered by the Barangay e-System and Tools (BeST). These programs highlight their features from the barangay to the LGU-level disaster preparedness and data management systems

The Cebu PDRRMO’s proposed Cebu Community Action and Resilience Emergency System (Cebu CARES) platform was also introduced as an integrated system aimed at streamlining disaster data, reporting, and decision-making processes among the PDRRMO and local government units throughout Cebu Province.

The meeting included the identification of priority areas for collaboration through an open discussion and ended with the presentation of a draft Memorandum of Understanding (MOU). This gathering highlighted the shared commitment to promoting science, technology, and innovation-based solutions toward a safer, smarter, and more resilient Cebu.
